Blizzard employee has confirmed on Reddit that Stage 2 will be on an updated patch. He, however, refused to clarify what these changes would be. Instead, he mentioned that whatever changes make it to the live section will be implemented in the game for Stage 2. Stage 2 starts on February 21st and continues till March 24th, 2018.
